AN ACT
1 To provide from the General Fund for the expenses of the
2 Executive, Legislative and Judicial Departments of the
3 Commonwealth, the public debt and for the public schools for
4 the fiscal year July 1, 1989, to June 30, 1990, and for the
5 payment of bills incurred and remaining unpaid at the close
6 of the fiscal year ending June 30, 1989; to provide
7 appropriations from the Lottery Fund, the Pennsylvania
8 Economic Revitalization Fund, the Energy Conservation and
9 Assistance Fund, the State Stores Fund and the Emergency
10 Medical Services Operating Fund to the Executive Department;
11 to provide appropriations from the Judicial Computer System
12 Augmentation Account to the Judicial Department; to provide
13 appropriations from the Motor License Fund for the fiscal
14 year July 1, 1989, to June 30, 1990, for the proper operation
15 of the several departments of the Commonwealth and the
16 Pennsylvania State Police authorized to spend Motor License
17 Fund and The State Stores Fund moneys; to provide for the
18 appropriation of Federal funds to the Executive and Judicial
19 Departments of the Commonwealth and for the establishment of
20 restricted receipts accounts for the fiscal year July 1,
21 1989, to June 30, 1990, and for the payment of bills incurred
22 and remaining unpaid at the close of the fiscal year ending
23 June 30, 1989; to provide additional appropriations from the
24 General Fund for the expenses of the Executive Department of
25 the Commonwealth, the public debt and for the public schools
26 for the fiscal year July 1, 1988, to June 30, 1989, and for
27 the payment of bills incurred and remaining unpaid at the
28 close of the fiscal year ending June 30, 1988; to provide
29 additional appropriations from the Motor License Fund to the
30 Executive Department; to provide for the additional
31 appropriation of Federal funds to the Executive Department of
32 the Commonwealth for the fiscal year July 1, 1988, to June
33 30, 1989, and for the payment of bills incurred and remaining
1 unpaid at the close of the fiscal year ending June 30, 1988,"
2 further providing for medical assistance payments for
3 outpatient services.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. As much as relates to medical assistance payments
7 for outpatient services in section 219 of the act of July 1,
8 1989 (P.L. , No.3A), known as the General Appropriation Act of
9 1989, is amended to read:
10 Section 219. Department of Public
11 Welfare.--The following sums are
12 appropriated to the Department of
13 Public Welfare: Federal State

15 For medical assistance payments -
16 outpatient services, exclusive of
17 outpatient services provided through
18 capitation plans. The Department of
19 Public Welfare shall increase the fees
20 paid by the department to dentists to
21 70% of the Statewide reported average.
