AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in interscholastic athletics
accountability, further providing for council recommendations
and standards.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1604-A(b) of the act of March 10, 1949
(P.L.30, No.14), known as the Public School Code of 1949, is
amended by adding a paragraph to read:
Section 1604-A. Council Recommendations and Standards.--* *

(b) The association shall take all steps necessary to comply
with the following standards:

(3.1) Adopt and adhere to a policy establishing that when
the association determines a school entity's competition
classification for interscholastic athletics, the association

only use the school entity's enrollment classification, and no
other factor, as the baseline classification in determining the
competition classification formula. Nothing in this paragraph
shall be construed to prohibit a school entity from voluntarily
competing in interscholastic athletics at a higher enrollment
classification in accordance with the association's
constitution, rules, policies and procedures. As used in this
paragraph, the term "competition classification formula" means a
formula, model or any other method used by the association to
determine a school entity's competitive classification for
interscholastic athletics.

Section 2. This act shall take effect immediately.
