                                     AN ACT

     1  Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
     2     "An act concerning elections, including general, municipal,
     3     special and primary elections, the nomination of candidates,
     4     primary and election expenses and election contests; creating
     5     and defining membership of county boards of elections;
     6     imposing duties upon the Secretary of the Commonwealth,
     7     courts, county boards of elections, county commissioners;
     8     imposing penalties for violation of the act, and codifying,
     9     revising and consolidating the laws relating thereto; and
    10     repealing certain acts and parts of acts relating to
    11     elections," further providing for reporting by candidate and
    12     political committees and other persons.

    13     The General Assembly of the Commonwealth of Pennsylvania
    14  hereby enacts as follows:
    15     Section 1.  Section 1626(g) of the act of June 3, 1937
    16  (P.L.1333, No.320), known as the Pennsylvania Election Code,
    17  added October 4, 1978 (P.L.893, No.171), is amended to read:
    18     Section 1626.  Reporting by Candidate and Political
    19  Committees and other Persons.--

    21     (g)  Every person, other than a political committee or
    22  candidate, who makes independent expenditures expressly

     1  advocating the election or defeat of a clearly identified
     2  candidate, or question appearing on the ballot, other than by
     3  contribution to a political committee or candidate, in an
     4  aggregate amount in excess of one hundred dollars ($100) during
     5  a calendar year shall file with the appropriate supervisor, on a
     6  form prepared by the Secretary of the Commonwealth, a report
     7  which shall include the same information required of a candidate
     8  or political committee receiving such a contribution and,
     9  additionally, the name of the candidate or question supported or
    10  opposed. Reports required by this subsection shall be filed on
    11  dates on which reports by political committees making
    12  expenditures are required to report under this section. The
    13  filing requirements of this subsection shall also apply to every
    14  consultant who makes expenditures on behalf of a candidate,
    15  excluding expenditures on media outlets.

    17     Section 2.  This act shall take effect in 60 days.
