AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in registration of vehicles, further providing for
USA semiquincentennial registration plates and providing for
alternative USA semiquincentennial heritage registration
plates.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1369.4 of Title 75 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
§ 1369.4. USA semiquincentennial registration plates.

(b.2) Additional donation.--The department shall allow an
additional donation on the application for the USA
semiquincentennial registration plate. The donation shall be
deposited into the Semiquincentennial Restricted Account
established under subsection (b.1).

Section 2. Title 75 is amended by adding a section to read:
§ 1369.5. Alternative USA semiquincentennial heritage

registration plates.
(a) General rule.--In addition to the USA semiquincentennial
registration plate authorized under section 1369.4 (relating to
USA semiquincentennial registration plate), the department shall
design an alternative USA semiquincentennial heritage
registration plate.
(b) Application and payment.--Upon application and payment
of a fee of $52 by a person, which shall be in addition to the
registration fee, the department shall issue an alternative USA
semiquincentennial heritage registration plate for a motorcycle,
a passenger car or a truck with a registered gross weight of not
more than 14,000 pounds or a motor home.
(c) Disposition of fee.--Twenty-five dollars of the fee
under subsection (b) shall be deposited into the
Semiquincentennial Restricted Account established under section
1369.4 for use by the Pennsylvania Commission for the United
States Semiquincentennial for activities related to the
semiquincentennial.
(d) Additional donation.--The department shall allow an
additional donation on the application for the alternative USA
semiquincentennial heritage registration plate. The donation
shall be deposited into the Semiquincentennial Restricted
Account.
(e) Description of plate.--
(1) The plate shall include the following:
(i) The phrase "1776-America 250-2026" at the top of
the plate.
(ii) The liberty bell in the center of the plate.
(iii) The word "Pennsylvania" at the bottom of the
plate.

(2) The background of the plate shall be blue with a
yellow gold outline of the Commonwealth.
(3) The letters, numbers and outline of the Commonwealth
on the plate shall be stamped into the surface of the plate
such that the letters, numbers and outline of the
Commonwealth are raised from the surface of the plate in a
manner that is similar to the design of the Pennsylvania 1956
general issuance plate.
(f) Expiration.--The department may not issue the plate
after December 31, 2026.
Section 3. This act shall take effect in six months.
