AN ACT
1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, authorizing certain charitable organizations to
3solicit funds on highways.
4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:
6Section 1. Section 3545 of Title 75 of the Pennsylvania
7Consolidated Statutes is amended to read:
8§ 3545. Pedestrians soliciting rides or business.
9No person shall:
10(1) Stand on a roadway for the purpose of soliciting a
11ride.
12(2) Stand on a roadway for the purpose of soliciting
13employment, business or contributions from the occupant of
14any vehicle. This paragraph shall not apply to a charitable
15organization registered under the act of December 19, 1990
16(P.L.1200, No.202), known as the Solicitation of Funds for
17Charitable Purposes Act, and which has the approval of the
18political subdivision in which the solicitation occurs. A
1political subdivision may base its decision regarding
2approval or disapproval on public safety issues.
3(3) Stand on or in proximity to a highway for the
4purpose of soliciting the watching or guarding of any vehicle
5while parked or about to be parked on a street or highway.
6Section 2. This act shall take effect in 60 days.
