                                     AN ACT

     1  Amending the act of June 24, 1931 (P.L.1206, No.331), entitled
     2     "An act concerning townships of the first class; amending,
     3     revising, consolidating, and changing the law relating
     4     thereto," further providing for the compensation of auditors.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 1001 of the act of June 24, 1931
     8  (P.L.1206, No.331), known as The First Class Township Code,
     9  reenacted and amended May 27, 1949 (P.L.1955, No.569) and
    10  amended July 31, 1968 (P.L.917, No.276), is amended to read:
    11     Section 1001.  Meetings; General Duties; Compensation.--The
    12  auditors of townships shall meet annually, on the day following
    13  the day which is fixed by this act for the organization of the
    14  township commissioners, and shall audit, settle, and adjust the
    15  accounts of the township commissioners, township treasurer, tax
    16  collector, secretary, and other officers and persons receiving
    17  and disbursing or authorizing the disbursement of the moneys of
    18  the township during the preceding fiscal year. The auditors


     1  shall make an audit of the dockets, transcripts, and other
     2  official records of the offices of the justice of the peace of
     3  the township to determine the amounts of fines and costs paid or
     4  due to the township. All justices of the peace shall open and
     5  make available to the auditors their dockets, transcripts,
     6  records, and all other official books or papers for the purpose
     7  of the audit: Provided, That in any case where a justice of the
     8  peace charges a fine contrary to ordinances, or to any act which
     9  makes such fine payable to the township, the said auditors have
    10  the power to surcharge such justices of the peace in any amount
    11  or amounts undercharged as set forth in said ordinances or act.
    12  Two auditors shall constitute a quorum. Each auditor shall
    13  receive [twenty dollars ($20) per diem for each day] ten dollars
    14  ($10) per hour for each hour necessarily employed in the duties
    15  of his office, to be paid out of funds of the township. [A day
    16  shall consist of not less than five hours in the aggregate.] In
    17  completing their audit, the auditors shall not be employed more
    18  than the following number of [days] hours: In townships having a
    19  population of less than three thousand, [twenty days] one
    20  hundred hours; in townships having a population of three
    21  thousand and more but less than ten thousand, [thirty days] one
    22  hundred fifty hours; and in townships having a population of ten
    23  thousand and more, [forty days] two hundred hours.
    24     Section 2.  This act shall take effect in 60 days.
