AN ACT
Amending Title 71 (State Government) of the Pennsylvania
Consolidated Statutes, providing for miscellaneous provisions
relating to searchable database for State job openings.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 71 of the Pennsylvania Consolidated
Statutes is amended by adding a part to read:

§ 9101. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Commonwealth agency." Any of the following:
(1) The Governor's Office.
(2) A department, office, agency, authority, board or
commission of the Commonwealth that is subject to the policy
supervision and control of the Governor.
(3) The office of Lieutenant Governor.
(4) An independent department.
(5) An independent agency.
(6) A court or agency of the unified judicial system.
(7) The General Assembly or an agency of the General
Assembly.
(8) A State-owned university.
(9) A State-related university.
(10) An organization that is established by the
Constitution of Pennsylvania, a statute or an executive order
and that performs or is intended to perform an essential
government function.
"Independent agency." As follows:
(1) An office, agency, authority, board or commission of
the Commonwealth that is not subject to the policy
supervision and control of the Governor.
(2) The term does not include:
(i) An independent department.
(ii) A court or agency of the unified judicial

system.
(iii) The General Assembly or an agency of the
General Assembly.
(iv) A State-affiliated entity.
(v) A State-related institution.
(vi) A political subdivision of the Commonwealth or
an office, agency, authority, board or commission of a
political subdivision of the Commonwealth.
"Independent department." Any of the following:
(1) The Department of the Auditor General.
(2) The Treasury Department.
(3) The Office of Attorney General.
(4) An office, agency, authority, board or commission of
an entity under paragraph (1), (2) or (3).
"Office." The Governor's Office of Administration.
"PAStatejobs." The website developed and established under
section 9102 (relating to website generally).
"State-owned university." A university under the
Pennsylvania State System of Higher Education.
"State-related university." The Pennsylvania State
University, the University of Pittsburgh, Temple University and
Lincoln University and their associated branch campuses.
§ 9102. Website generally.
(a) Development and establishment.--Notwithstanding any
other provision of law, no later than July 1, 2023, the office
shall develop and establish, or contract with a third party to
develop and establish, a publicly accessible and searchable
Internet website that includes a database of State job openings
in accordance with this chapter, to be known as PAStatejobs.
(b) Maintenance and update.--The office shall maintain and

update, or contract with a third party to maintain and update,
PAStatejobs.
§ 9103. Posting on website.
(a) Requirement for posting.--Each Commonwealth agency shall
post all available job openings for the Commonwealth agency on
PAStatejobs.
(b) Contents of posting.--A posting for a job opening on
PAStatejobs shall include at least the following:
(1) The job title.
(2) The date that the job is available.
(3) The deadline for applying for the job.
(4) The required work experience for the job.
(5) The required education for the job.
(6) A brief description of the job duties.
(7) The salary or wage information and applicable
benefits regarding the job.
(8) How to apply for the job.
(9) The name and contact information of the person to
whom job inquiries may be directed.
(10) The name and address of the Commonwealth agency
posting the job advertisement.
§ 9104. Access to website.
(a) Free service.--The Internet website hosting PAStatejobs
may not charge an individual to search for available job
postings on PAStatejobs.
(b) Search function.--The search function on PAStatejobs
must allow an individual to query the database by any of the
following:
(1) The name of the Commonwealth agency.
(2) Job title.

(3) Relevant date.
(4) Keyword.
(5) Distance.
(6) Location.
(c) Subscription.--PAStatejobs must allow an individual to
subscribe to receive an automatic electronic notice sent to an
email address of the subscriber when a posted job opening meets
the subscriber's established criteria.
§ 9105. Administration.
(a) Cooperation.--Each Commonwealth agency shall cooperate
with the office in submitting or uploading the information to
PAStatejobs.
(b) Accuracy.--Each Commonwealth agency shall be responsible
for verifying the accuracy and completeness of the information
submitted or uploaded to PAStatejobs.
§ 9106. Construction.
Subject to the requirements of this chapter, nothing in this
chapter shall preclude a Commonwealth agency from advertising a
job opening in the Commonwealth agency by an additional method
of advertising.
Section 2. This act shall take effect in 60 days.
