A RESOLUTION 1 Memorializing Congress to reject any proposal to establish a 2 national lottery. 3 WHEREAS, There are currently 22 states which have established 4 lottery programs to augment state government funds for a variety 5 of worthwhile programs; and 6 WHEREAS, The Pennsylvania Lottery is the nation's leading 7 lottery in terms of ticket sales and cumulative profits over the 8 past three years; and 9 WHEREAS, The Pennsylvania Lottery was established to benefit 10 senior citizens living in this Commonwealth by providing funds 11 for the operation of the Department of Aging, the Property Tax 12 and Rent Rebate Program, the Pharmaceutical Assistance Contract 13 for the Elderly (PACE) Program, the Shared Ride and Free Mass 14 Transit Programs, County Aging Programs, the Older Persons 15 Income Needs (OPIN) Program and reimbursements for nursing homes 16 and medical assistance; and 17 WHEREAS, Various proposals on the Federal level to institute
1 a national lottery would have an extremely adverse effect on the 2 success and profitability of the Pennsylvania Lottery; and 3 WHEREAS, The establishment of a national lottery would impact 4 on the State's ability to fund existing senior citizen programs 5 at their current levels; therefore be it 6 RESOLVED, That the Senate of the Commonwealth of Pennsylvania 7 memorialize Congress to reject any proposal for the 8 establishment of a national lottery, which would compete with 9 and be counterproductive to the continued operation of existing 10 state lotteries, including the Pennsylvania Lottery; and be it 11 further 12 RESOLVED, That copies of this resolution be transmitted to 13 the presiding officers of each house of Congress and to each 14 member of Congress from Pennsylvania.
