AN ACT
1 Providing that bond counsel to perform legal services necessary
2 with respect to the issuance of State general obligation
3 bonds or notes or other bonds and notes shall be selected on
4 a competitive bid basis.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. Selection of bond counsel.
8 Whenever general obligation bonds or notes or any other bonds
9 or notes of the Commonwealth are to be issued by the
10 Commonwealth or any of its agencies, authorities or commissions,
11 any legal services which are necessary with respect to the
12 issuance of such bonds or notes and which cannot be effectively
13 performed by attorneys employed by the Commonwealth shall be
14 contracted with and performed by the outside bond counsel
15 submitting the lowest bid for the performance of such services
16 after due public advertisement, on such terms and conditions,
17 and upon such open competitive bidding as the issuing officials
18 shall direct. The manner and times of advertising shall be
1 prescribed by the issuing officials.
2 Section 2. Effective date.
3 This act shall take effect in 60 days.
