No. 226 Session of 2002


        INTRODUCED BY STACK, MELLOW, WENGER, LOGAN, WAGNER, TARTAGLIONE,
           KUKOVICH, KITCHEN, COSTA, TOMLINSON, A. WILLIAMS, BODACK,
           EARLL, MUSTO, BOSCOLA, C. WILLIAMS, ERICKSON, DENT, M. WHITE,
           CONTI, THOMPSON, RHOADES, WAUGH, SCHWARTZ, MURPHY, MOWERY,
           GREENLEAF AND LEMMOND, MAY 1, 2002

        INTRODUCED AND ADOPTED, MAY 1, 2002

                                  A RESOLUTION

     1  Designating the week of May 4 through 11, 2002, as "SAFE KIDS
     2     Week" in Pennsylvania.

     3     WHEREAS, Unintentional injury is the number one killer of
     4  children 14 years of age and under; and
     5     WHEREAS, In 1999 in Pennsylvania 566 children under 15 years
     6  of age were treated in hospitals for bicycle-related injuries;
     7  and
     8     WHEREAS, Between 1995 and 1999, 1,161 Pennsylvania children
     9  under 15 years of age suffered traumatic brain injuries from
    10  pedalcycle crashes; and
    11     WHEREAS, The single most effective safety device available to
    12  reduce head injury and death from bicycle crashes is a helmet;
    13  and
    14     WHEREAS, National estimates report that helmet use among
    15  child bicyclists ranges from only 15% to 25%; and
    16     WHEREAS, Every dollar spent on a bicycle helmet saves $30 in


     1  direct medical costs and other costs to society; and
     2     WHEREAS, The Pennsylvania SAFE KIDS Coalition is a grassroots
     3  effort to reduce injuries and deaths to children under 15 years
     4  of age in this Commonwealth; and
     5     WHEREAS, The Statewide SAFE KIDS Coalition and 37 local
     6  chapters and coalitions are working in communities to make
     7  people more aware of injury risks, including head injuries, and
     8  ways to eliminate them; and
     9     WHEREAS, Pennsylvania SAFE KIDS is part of the National SAFE
    10  KIDS Campaign; and
    11     WHEREAS, The week of May 4 through 11, 2002, has been
    12  designated as "National SAFE KIDS Week"; therefore be it
    13     RESOLVED, That in order to increase public awareness about
    14  child safety and traumatic brain injury, the Senate designate
    15  the week of May 4 through 11, 2002, as "SAFE KIDS Week" in
    16  Pennsylvania.
