AN ACT

 

1Amending the act of April 9, 1929 (P.L.177, No.175), entitled
2"An act providing for and reorganizing the conduct of the
3executive and administrative work of the Commonwealth by the
4Executive Department thereof and the administrative
5departments, boards, commissions, and officers thereof,
6including the boards of trustees of State Normal Schools, or
7Teachers Colleges; abolishing, creating, reorganizing or
8authorizing the reorganization of certain administrative
9departments, boards, and commissions; defining the powers and
10duties of the Governor and other executive and administrative
11officers, and of the several administrative departments,
12boards, commissions, and officers; fixing the salaries of the
13Governor, Lieutenant Governor, and certain other executive
14and administrative officers; providing for the appointment of
15certain administrative officers, and of all deputies and
16other assistants and employes in certain departments, boards,
17and commissions; and prescribing the manner in which the
18number and compensation of the deputies and all other
19assistants and employes of certain departments, boards and
20commissions shall be determined," providing for the powers
21and duties of the Department of Labor and Industry in job
22creation; and making related repeals.

23The General Assembly of the Commonwealth of Pennsylvania
24hereby enacts as follows:

25Section 1. The act of April 9, 1929 (P.L.177, No.175), known
26as The Administrative Code of 1929, is amended by adding a
27section to read:

1Section 2210.2. Job Creation.--The Department of Labor and
2Industry shall have the power and its duties shall be:

3(a) To administer, in consultation with the Department of
4Community and Economic Development, job training programs
5authorized under Chapter 29 of the act of June 29, 1996
6(P.L.434, No.67), known as the "Job Enhancement Act."

7(b) To administer, in consultation with the Department of
8Education:

9(1) Job training programs authorized under the Wagner-Peyser
10Act (June 6, 1933, c.49, 29 U.S.C. § 49 et seq.).

11(2) Job training and skill enhancement programs under the
12act of October 22, 1986 (P.L.1452, No.143), known as the
13"Pennsylvania Adult and Family Literacy Education Act."

14(c) To administer, in consultation with the Department of
15Public Welfare, job training programs authorized under the
16following:

17(1) Section 403 of the Social Security Act (49 Stat. 620, 42
18U.S.C. § 603).

19(2) Section 115(d)(1)(A) of the Personal Responsibility and
20Work Opportunity Reconciliation Act of 1996 (Public Law 104-193,
2121 U.S.C. § 862a(d)(1)(A)).

22(3) The Community Services Block Grant Act (Public Law 105-
23285, 42 U.S.C. § 9901 et seq.).

24(4) Section 2508.3 of the act of March 10, 1949 (P.L.30,
25No.14), known as the "Public School Code of 1949."

26(5) Article IV of the act of June 13, 1967 (P.L.31, No.21),
27known as the "Public Welfare Code."

28(6) The act of July 13, 1987 (P.L.332, No.62), known as the
29"Project Independence Act."

30Section 2. The following acts and parts of acts are repealed

1insofar as they are inconsistent with the addition of section
22210.2 of the act:

3(1) Section 2508.3 of the act of March 10, 1949 (P.L.30, 
4No.14), known as the Public School Code of 1949.

5(2) Article IV of the act of June 13, 1967 (P.L.31,
6No.21), known as the Public Welfare Code.

7(3) The act of October 22, 1986 (P.L.1452, No.143),
8known as the Pennsylvania Adult and Family Literacy Education
9Act.

10(4) The act of July 13, 1987 (P.L.332, No.62), known as
11the Project Independence Act.

12(5) Chapter 29 of the act of June 29, 1996 (P.L.434,
13No.67), known as the Job Enhancement Act.

14Section 3. This act shall take effect in 60 days.
