SENATE RESOLUTION

No. 235 Session of 2004


        INTRODUCED BY C. WILLIAMS, KUKOVICH, FERLO, WAGNER, STOUT,
           LOGAN, SCHWARTZ, M. WHITE, KITCHEN, COSTA, O'PAKE,
           TARTAGLIONE, MUSTO, RAFFERTY AND STACK, APRIL 7, 2004

        REFERRED TO BANKING AND INSURANCE, APRIL 7, 2004

                                  A RESOLUTION

     1  Directing the Legislative Budget and Finance Committee to study
     2     and report on health insurance discount options for child-
     3     care providers through group pooling.

     4     WHEREAS, Thirty-five percent of child-care workers have
     5  access to health insurance benefits; and
     6     WHEREAS, Nearly two-thirds of all children under five years
     7  of age are in child care; and
     8     WHEREAS, Consistency in child care has been found to be
     9  extremely important to a child's well-being; and
    10     WHEREAS, Low pay and lack of health insurance benefits is
    11  causing a higher turnover rate in the child-care field;
    12  therefore be it
    13     RESOLVED, That the Senate direct the Legislative Budget and
    14  Finance Committee to study and report on health insurance
    15  discount options for child-care providers through group pooling;
    16  and be it further
    17     RESOLVED, That the committee report its findings, together
    18  with recommendations for remedial legislation or other

     1  appropriate action, to the Senate within one year of the
     2  adoption of this resolution.
