No. 339 Session of 2006


        INTRODUCED BY WAUGH, LOGAN, BOSCOLA, FERLO, KASUNIC, WENGER,
           STOUT, FONTANA, CORMAN, ERICKSON, KITCHEN, COSTA, FUMO,
           RAFFERTY, TARTAGLIONE, CONTI, C. WILLIAMS, MELLOW, GREENLEAF,
           O'PAKE, ROBBINS, LEMMOND, PIPPY, PILEGGI, WONDERLING, BROWNE,
           REGOLA AND D. WHITE, SEPTEMBER 6, 2006

        REFERRED TO VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS,
           SEPTEMBER 6, 2006

                                  A RESOLUTION

     1  Designating the month of September 2006 as "Campus Fire Safety
     2     Month" in Pennsylvania.

     3     WHEREAS, Pennsylvania ranks fourth in the nation in terms of
     4  the number of people who have died in college-related fires,
     5  including fatal fires in the communities of The Pennsylvania
     6  State University, Bloomsburg University, the University of
     7  Pittsburgh and Allegheny College; and
     8     WHEREAS, At least 87 people nationally, including students,
     9  parents and children, have died in campus-related fires since
    10  January 2000; and
    11     WHEREAS, Almost 80% of these deaths have occurred in off-
    12  campus occupancies, including houses, apartments and Greek
    13  housing, that are not adequately protected with automatic fire
    14  sprinkler systems and automatic fire alarm systems; and
    15     WHEREAS, It is recognized that automatic fire alarm systems


     1  provide early warning to occupants and the fire department so
     2  that appropriate action can be taken; and
     3     WHEREAS, Automatic fire sprinkler systems are highly
     4  effective in controlling or extinguishing a fire in its early
     5  stages, thereby protecting the lives of building occupants; and
     6     WHEREAS, It is recognized that fire safety education is an
     7  effective method of reducing the loss of life and property; and
     8     WHEREAS, It is vital to educate the collegiate generation of
     9  our nation about the importance of fire safety behavior to
    10  ensure their safety during their college years and develop a
    11  generation of fire-safe adults; therefore be it
    12     RESOLVED, That the Senate designate the month of September
    13  2006 as "Campus Fire Safety Month" in Pennsylvania; and be it
    14  further
    15     RESOLVED, That administrators and municipalities across this
    16  Commonwealth be encouraged to provide educational programs to
    17  all students during September and throughout the school year;
    18  and be it further
    19     RESOLVED, That administrators and municipalities be
    20  encouraged to evaluate the level of fire safety being provided
    21  in on-campus and off-campus student housing and take the
    22  necessary steps to ensure fire-safe living environments through
    23  fire safety education, installation of fire suppression and
    24  detection systems and development and enforcement of applicable
    25  codes relating to fire safety.
