AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for the definitions of
3 "pedestrian" and "vehicle" and for vehicles exempt from
4 registration.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. The definitions of "pedestrian" and "vehicle" in
8 section 102 of Title 75 of the Pennsylvania Consolidated
9 Statutes are amended to read:
10 § 102. Definitions.
11 Subject to additional definitions contained in subsequent
12 provisions of this title which are applicable to specific
13 provisions of this title, the following words and phrases when
14 used in this title shall have, unless the context clearly
15 indicates otherwise, the meanings given to them in this section:

17 "Pedestrian." A natural person afoot or a natural person
18 with a disability who requires the use of a self-propelled wheel
1 chair, an electrical mobility device or a motorized pedalcycle
2 designed for the exclusive use of a person with disabilities.

4 "Vehicle." Every device in, upon or by which any person or
5 property is or may be transported or drawn upon a highway,
6 except devices used exclusively upon rails or tracks. The term
7 does not include a self-propelled wheel chair, an electrical
8 mobility device or a motorized pedalcycle designed for the
9 exclusive use of a person with disabilities.

11 Section 2. Section 1302(8) of Title 75 is amended to read:
12 § 1302. Vehicles exempt from registration.
13 The following types of vehicles are exempt from registration:

15 [(8) Any self-propelled invalid wheel chair or invalid
16 motorized pedalcycle.]

18 Section 3. This act shall take effect in 60 days.
