SENATE BILL

                                     AN ACT

     1  Amending the act of May 1, 1933 (P.L.103, No.69), entitled, as
     2     reenacted and amended, "An act concerning townships of the
     3     second class; and amending, revising, consolidating and
     4     changing the law relating thereto," further providing for the
     5     separate specifications for branches of work for the erection
     6     or alteration of public buildings.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 3107 of the act of May 1, 1933 (P.L.103,
    10  No.69), known as The Second Class Township Code, reenacted and
    11  amended November 9, 1995 (P.L.350, No.60), is amended to read:
    12     Section 3107.  Separate Specifications for Branches of
    13  Work.--(a)  In the preparation of specifications for the
    14  [erection or] alteration of any public building, when the entire
    15  cost of the work exceeds the advertising requirement price or in
    16  the preparation of specifications for the erection of any public
    17  building when the entire cost of the work exceeds two hundred
    18  fifty thousand dollars ($250,000), the architect, engineer or
    19  person preparing the specifications shall prepare separate


     1  specifications for the plumbing, heating, ventilating and
     2  electrical work, and the township shall receive separate bids
     3  upon each of those branches of work and award the contract to
     4  the lowest bidder.
     5     (b)  The minimum bid amount provided for erection in
     6  subsection (a) shall be adjusted annually by applying to it a
     7  percentage change that is equal to the percentage change in the
     8  Consumer Price Index for All Urban Consumers, United States City
     9  Average, published by the Bureau of Labor Statistics of the
    10  United States Department of Labor, for the preceding calendar
    11  year. The Department of General Services shall publish the
    12  revised amount in the Pennsylvania Bulletin.
    13     Section 2.  This act shall take effect in 60 days.
