SENATE BILL

                                     AN ACT

     1  Authorizing and directing the Department of General Services,
     2     with the approval of the Governor and the Department of
     3     Military and Veterans' Affairs, to grant and convey to the
     4     Borough of Columbia, Lancaster County, certain lands situate
     5     in Columbia Borough, Lancaster County.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8  Section 1.  Conveyance in Columbia Borough, Lancaster County.
     9     (a)  Authorization.--The Department of General Services, with
    10  the approval of the Governor and the Department of Military and
    11  Veterans' Affairs, is hereby authorized and directed on behalf
    12  of the Commonwealth of Pennsylvania to grant and convey, to the
    13  Borough of Columbia, Lancaster County, for fair market value as
    14  determined by an independent appraisal, the tract of land
    15  described in subsection (b) together with any buildings,
    16  structures or improvements thereon, situate in Columbia Borough,
    17  Lancaster County, Pennsylvania.
    18     (b)  Description of property.--The property to be conveyed
    19  pursuant to this section consists of approximately 0.37 acres

     1  and an armory building bounded and more particularly described
     2  as follows:
     3     BEGINNING at a point in the north line of Walnut Street, one
     4  hundred and seventeen and one-half (117 1/2') feet east of the
     5  east line of Second Street, and extending in an eastwardly
     6  direction along said north line of Walnut Street, in width in
     7  front, eighty-two and one-half (82 1/2') feet, and extending in
     8  depth, in a northwardly direction, uniform in width and at right
     9  angles to Walnut Street, two hundred (200') feet to public alley
    10  G;
    11     Bounded:  North by alley G, south by Walnut Street, east by
    12  property of the estate of Jessie Wolf, deceased, and west by a
    13  ten feet (10') wide private alley and property of Michael S.
    14  Shuman.
    15     CONTAINING 0.37 acres, more or less.
    16     (c)  Deposit of proceeds.--The proceeds from the sale of the
    17  land and armory described in subsection (b) shall be deposited
    18  in the State Treasury Armory Fund.
    19     (d)  Conditions.--The conveyance shall be made under and
    20  subject to all lawful and enforceable easements, servitudes and
    21  rights of others, including, but not confined to streets,
    22  roadways and rights of any telephone, telegraph, water,
    23  electric, gas or pipeline companies, as well as under and
    24  subject to any lawful and enforceable estates or tenancies
    25  vested in third persons appearing of record, for any portion of
    26  the land or improvements erected thereon.
    27     (e)  Deed.--The deed of conveyance shall be by Special
    28  Warranty Deed and shall be executed by the Secretary of General
    29  Services in the name of the Commonwealth of Pennsylvania.
    30     (f)  Alternate disposition.--In the event the conveyance is

     1  not executed within three months of the effective date of this
     2  section, the Department of General Services may dispose of the
     3  property in accordance with section 2406-A of the act of April
     4  9, 1929 (P.L.177, No.175), known as The Administrative Code of
     5  1929.
     6  Section 2.  Effective date.
     7     This act shall take effect immediately.
