AN ACT
1 Making an appropriation to the Pennsylvania College of
2 Optometry, Philadelphia, for instruction.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The sum of $1,548,000 $1,598,000 is hereby <--
6 appropriated to the Pennsylvania College of Optometry,
7 Philadelphia, for the fiscal year July 1, 2001, to June 30,
8 2002, for instruction.
9 Section 2. Payments to the Pennsylvania College of Optometry
10 on account of the appropriation provided in section 1 shall be
11 made quarterly by the Secretary of Education on the basis of
12 costs during the fiscal year and shall be conditioned on
13 continuing authority for inclusion on the Board of Trustees of
14 the Pennsylvania College of Optometry of a minimum of five
15 persons who are not elected officials and who are appointed by
16 the Governor, the President pro tempore of the Senate, the
17 Minority Leader of the Senate, the Speaker of the House of
1 Representatives and the Minority Leader of the House of 2 Representatives for terms of office coterminous with that of the 3 respective appointing authority; and shall be further 4 conditioned on these appointees receiving full voting rights as 5 members of the board of trustees. 6 Section 3. The Pennsylvania College of Optometry shall 7 provide full, complete and accurate information as may be 8 required by the Department of Education or the chairman or the 9 minority chairman of the Appropriations Committee of the Senate 10 or the chairman or the minority chairman of the Appropriations 11 Committee of the House of Representatives. 12 Section 4. The Pennsylvania College of Optometry shall 13 report its revenues and expenditures and present its financial 14 statements in accordance with generally accepted accounting 15 principles and procedures for educational institutions as set 16 forth in the "Higher Education Finance Manual (1975)" and the 17 "Commonwealth of Pennsylvania Budget Instructions for the State 18 System of Higher Education, State-Related Universities and Non- 19 State-Related Colleges and Universities." 20 Section 5. The trustees of the Pennsylvania College of 21 Optometry shall report on forms provided by the Department of 22 Education to both the chairman and minority chairman of the 23 Appropriations Committee of the Senate and the chairman and 24 minority chairman of the Appropriations Committee of the House 25 of Representatives by September 30, 2002, on how State- 26 appropriated funds were expended for fiscal year 2001-2002 to 27 reduce the costs to Pennsylvania resident students or to provide 28 services to Pennsylvania residents. 29 Section 6.
