A JOINT RESOLUTION

 

1Proposing an amendment to the Constitution of the Commonwealth
2of Pennsylvania, further providing for exemptions and special
3provisions.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby resolves as follows:

6Section 1. The following amendment to the Constitution of
7Pennsylvania is proposed in accordance with the provisions of
8Article XI:

9That section 2(b)(vi) of Article VIII be amended to read:

10§ 2. Exemptions and special provisions.

12(b) The General Assembly may, by law:

14(vi) Authorize local taxing authorities to exclude from
15taxation an amount based on the assessed value of homestead
16property. The exclusions authorized by this clause shall not
17exceed [one-half of the median assessed value of all] 100% of 
18the assessed value of each homestead property within a local

1taxing jurisdiction. A local taxing authority may not increase
2the millage rate of its tax on real property to pay for these
3exclusions.

5Section 2. (a) Upon the first passage by the General
6Assembly of this proposed constitutional amendment, the
7Secretary of the Commonwealth shall proceed immediately to
8comply with the advertising requirements of section 1 of Article
9XI of the Constitution of Pennsylvania and shall transmit the
10required advertisements to two newspapers in every county in
11which such newspapers are published in sufficient time after
12passage of this proposed constitutional amendment.

13(b) Upon the second passage by the General Assembly of this
14proposed constitutional amendment, the Secretary of the
15Commonwealth shall proceed immediately to comply with the
16advertising requirements of section 1 of Article XI of the
17Constitution of Pennsylvania and shall transmit the required
18advertisements to two newspapers in every county in which such
19newspapers are published in sufficient time after passage of
20this proposed constitutional amendment. The Secretary of the
21Commonwealth shall submit this proposed constitutional amendment
22to the qualified electors of this Commonwealth at the first
23primary, general or municipal election which meets the
24requirements of and is in conformance with section 1 of Article
25XI of the Constitution of Pennsylvania and which occurs at least
26three months after the proposed constitutional amendment is
27passed by the General Assembly.
