AN ACT 1 Amending the act of June 3, 1937 (P.L.1333, No.320), entitled 2 "An act concerning elections, including general, municipal, 3 special and primary elections, the nomination of candidates, 4 primary and election expenses and election contests; creating 5 and defining membership of county boards of elections; 6 imposing duties upon the Secretary of the Commonwealth, 7 courts, county boards of elections, county commissioners; 8 imposing penalties for violation of the act, and codifying, 9 revising and consolidating the laws relating thereto; and 10 repealing certain acts and parts of acts relating to 11 elections," providing for driver's license voter 12 registration. 13 The General Assembly of the Commonwealth of Pennsylvania 14 hereby enacts as follows: 15 Section 1. The act of June 3, 1937 (P.L.1333, No.320), known 16 as the Pennsylvania Election Code, is amended by adding a 17 section to read: 18 Section 705. Driver's License Voter Registration.--(a) 19 Every person who applies for a driver's license pursuant to 75 20 Pa.C.S. Ch. 15 (relating to licensing of drivers) and who is 21 otherwise qualified to register to vote shall, at the same time 22 and place, be permitted to register to vote by completing an 23 affidavit.
1 (b) The Secretary of Transportation and the Secretary of the 2 Commonwealth shall, after consultation with all county boards of 3 elections and within one hundred twenty (120) days of the 4 effective date of this act, promulgate regulations to implement 5 a system permitting driver's license applicants to register to 6 vote at the same time and place as they apply for drivers' 7 licenses. These regulations shall: 8 (1) Bring the license application and voter registration 9 application forms into substantial conformity. 10 (2) Provide for the appointment of special deputy 11 registrars. 12 (3) Permit the transfer of driver's license application 13 information, including, renewal and change of address, and voter 14 registration information from the Department of Transportation 15 to the voter registration rolls. 16 (c) Every county board of elections shall appoint such 17 special deputy registrars as may be requested by the Secretary 18 of Transportation. 19 Section 2.
