SENATE BILL

                                     AN ACT

     1  Providing for an Associates in Education Program; and making an
     2     appropriation.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the Associates in
     7  Education Act.
     8  Section 2.  Definitions.
     9     The following words and phrases when used in this act shall
    10  have the meanings given to them in this section unless the
    11  context clearly indicates otherwise:
    12     "Board."  The State Board of Education.
    13     "College."  An institution of higher education chartered
    14  within this Commonwealth and authorized to be called a college
    15  or university.
    16     "Department."  The Department of Education of the
    17  Commonwealth.


     1     "Program."  The Associates in Education Program.
     2     "Teacher."  A full-time professional employee as defined in
     3  section 1101 of the act of March 10, 1949 (P.L.30, No.14), known
     4  as the Public School Code of 1949.
     5  Section 3.  Associates in Education Program.
     6     The Department of Education shall establish and administer an
     7  Associates in Education Program for the purpose of improving the
     8  academic background of teachers in basic education and enhancing
     9  teaching and research at the college level. Teachers shall be
    10  employed at a college as summer teaching or research associates.
    11  College faculty may submit grant proposals to the department for
    12  associate positions. The department shall approve the proposals
    13  pursuant to regulations established by the board. The department
    14  shall disseminate information about all approved programs to
    15  each school district. Teachers shall apply directly to the
    16  college faculty sponsoring the associate position. Admission to
    17  the program shall be on a competitive basis.
    18  Section 4.  Criteria for eligibility.
    19     In order to be eligible for the program, teachers must devote
    20  50% of their time, or more, to teaching or other direct
    21  educational activities and apply for a teaching or research
    22  associate in the same field in which they are certificated, in
    23  accordance with the qualifications established by the board.
    24  Section 5.  Powers of board.
    25     The board shall have the power to promulgate such rules and
    26  regulations as may be necessary to implement this act.
    27  Section 6.  Appropriation.
    28     The sum of $300,000, or as much thereof as may be necessary,
    29  is hereby appropriated in order to carry out the provisions of
    30  this act.

     2     This act shall take effect in 60 days.
