           O'PAKE, PORTERFIELD, MELLOW, SALVATORE, BODACK AND
           ANDREZESKI, SEPTEMBER 26, 1989

        REFERRED TO AGING AND YOUTH, SEPTEMBER 26, 1989

                                     AN ACT

     1  Establishing the Golden Keystone Card Program for senior
     2     citizens; and providing for powers and duties of the
     3     Department of Aging.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Short title.
     7     This act shall be known and may be cited as the Golden
     8  Keystone Card Act.
     9  Section 2.  Definitions.
    10     The following words and phrases when used in this act shall
    11  have the meanings given to them in this section unless the
    12  context clearly indicates otherwise:
    13     "Department."  The Department of Aging of the Commonwealth.
    14     "Senior citizen."  An individual 65 years of age or older.
    15  Section 3.  Establishment of program.
    16     There is hereby established the Golden Keystone Card Program
    17  for senior citizens in this Commonwealth. The purpose of the


     1  program shall be to provide an identification card for senior
     2  citizens so they may more conveniently participate in programs
     3  operated for the benefit of senior citizens by this Commonwealth
     4  and its political subdivisions, and to encourage private
     5  enterprise to offer senior citizens reduced rates, fares and
     6  discounts. This section shall not require any person or
     7  organization to provide benefits to a cardholder.
     8  Section 4.  Rules and regulations.
     9     The department shall, in the manner provided by law,
    10  promulgate the rules and regulations necessary to carry out this
    11  act.
    12  Section 5.  Effective date.
    13     This act shall take effect in six months.
