AN ACT
1To provide from the General Fund for the expenses of the
2Executive and Judicial Departments, the State Government
3Support Agencies and the General Assembly of the
4Commonwealth, the public debt and the public schools for the
5fiscal year July 1, 2014, to June 30, 2015, for certain
6institutions and organizations, and for the payment of bills
7incurred and remaining unpaid at the close of the fiscal year
8ending June 30, 2014; to provide appropriations from the
9State Lottery Fund, the Tobacco Settlement Fund, the Aviation
10Restricted Account, the Hazardous Material Response Fund, The
11State Stores Fund, the Milk Marketing Fund, the Home
12Investment Trust Fund, the Emergency Medical Services
13Operating Fund, the Tuition Account Guaranteed Savings
14Program Fund, the Banking Fund, the Firearm Records Check
15Fund, the Ben Franklin Technology Development Authority Fund,
16the Oil and Gas Lease Fund, the Home Improvement Account, the
17Cigarette Fire Safety and Firefighter Protection Act
18Enforcement Fund, the Energy Conservation and Assistance

18The General Assembly of the Commonwealth of Pennsylvania
19hereby enacts as follows:
20PART I
21GENERAL PROVISIONS
22Section 101. Short title.
23This act shall be known and may be cited as the General
24Appropriation Act of 2014.
25Section 102. Definitions.
26The following words and phrases when used in this act shall
27have the meanings given to them in this section unless the
28context clearly indicates otherwise:
29"Employees." Includes all directors, superintendents, bureau
30or division chiefs, assistant directors, assistant
1superintendents, assistant chiefs, experts, scientists,
2engineers, surveyors, draftsmen, accountants, secretaries,
3auditors, inspectors, examiners, analysts, statisticians,
4marshals, clerks, stenographers, bookkeepers, messengers and
5other assistants in any department, board or commission.
6"Expenses" and "maintenance." Includes all printing, binding
7and stationery, food and forage, materials and supplies,
8traveling expenses, training, motor vehicle supplies and
9repairs, freight, express and cartage, postage, telephones and
10telegraph rentals and toll charges, newspaper advertising and
11notices, public advertising by or through any medium, fuel,
12light, heat, power and water, minor construction and renovation,
13repairs or reconstruction of equipment, buildings and
14facilities, rent of real estate and equipment, premiums on
15workers' compensation, insurance premiums on policies of
16liability insurance, insurance premiums on medical payment
17insurance and surety bonds for volunteer workers, premiums on
18employee group life insurance and employee and retired employee
19group hospital and medical insurance, payment of Commonwealth
20share of Social Security taxes and unemployment compensation
21costs for State employees, the purchase of replacement or
22additional equipment and machinery and all other incidental
23costs and expenses, including payment to the Department of
24General Services of mileage and other charges for the use of
25automobiles and rental payments for permanently assigned
26automobiles and of expenses or costs of services incurred
27through the Purchasing Fund. The term "expenses" also shall
28include the medical costs for the treatment of inmates of State
29institutions when the inmate must be transferred to an outside
30hospital, provided, that in no case shall the State institution
1pay more for patient care than that provided under the State
2medical assistance program.
3Section 103. Abbreviations.
4The following abbreviations when used in this act shall have
5the meanings given to them in this section unless the context
6clearly indicates otherwise:
7"AIDS." Acquired Immune Deficiency Syndrome.
8"ARC." Appalachian Regional Commission.
9"ARRA." American Recovery and Reinvestment Act.

17Section 104. State appropriations.
18(a) General Fund.--The following sums set forth in this act,
19or as much thereof as may be necessary, are hereby specifically
20appropriated from the General Fund to the several hereinafter
21named agencies of the Executive, Legislative and Judicial
22Departments of the Commonwealth for the payment of salaries,
23wages or other compensation and travel expenses of the duly
24elected or appointed officers and employees of the Commonwealth,
25for the payment of fees for contractual services rendered, for
26the purchase or rental of goods and services, printing, public
27advertising by or through any medium, equipment, land and
28buildings and for payment of any other expenses, as provided by
29law or by this act, necessary for the proper conduct of the
30duties, functions and activities and for the purposes
1hereinafter set forth for the fiscal year beginning July 1,
22014, and for the payment of bills incurred and remaining unpaid
3at the close of the fiscal year ending June 30, 2014.
4(b) State Lottery Fund.--The following sums set forth in
5this act, or as much thereof as may be necessary, are hereby
6specifically appropriated from the State Lottery Fund to the
7several hereinafter named agencies of the Executive Department
8of the Commonwealth for the payment of salaries, wages or other
9compensation and travel expenses of the duly appointed officers
10and employees of the Commonwealth, for the payment of fees for
11contractual services rendered, for the purchase or rental of
12goods and services and for payment of any other expenses, as
13provided by law or by this act, necessary for the proper conduct
14of the duties, functions and activities and for the purposes
15hereinafter set forth for the fiscal year beginning July 1,
162014, and for the payment of bills incurred and remaining unpaid
17at the close of the fiscal year ending June 30, 2014.
18(c) Tobacco Settlement Fund.--The following sums set forth
19in this act, or as much thereof as may be necessary, are hereby
20specifically appropriated from the Tobacco Settlement Fund to
21the hereinafter named agencies of the Executive Department of
22the Commonwealth for the payment of salaries, wages or other
23compensation and travel expenses of the duly appointed officers
24and employees of the Commonwealth, for the payment of fees for
25contractual services rendered, for the purchase or rental of
26goods and services and for payment of any other expenses, as
27provided by law or by this act, necessary for the proper conduct
28of the duties, functions and activities and for the purposes
29hereinafter set forth for the fiscal year beginning July 1,
302014, and for the payment of bills incurred and remaining unpaid
1at the close of the fiscal year ending June 30, 2014.
2(d) Judicial Computer System Augmentation Account.--The
3following sums set forth in this act, or as much thereof as may
4be necessary, are hereby specifically appropriated from the
5restricted receipt account established within the General Fund,
6known as the Judicial Computer System Augmentation Account, to
7the Judicial Department of the Commonwealth for the payment of
8salaries, wages or other compensation and travel expenses, for
9the payment of fees for contractual services rendered, for the
10purchase or rental of goods and services and for the payment of
11any other expenses, as provided by law or by this act, necessary
12for the proper conduct of the duties, functions and activities
13and for the purposes hereinafter set forth for the fiscal year
14beginning July 1, 2014, and for the payment of bills incurred
15and remaining unpaid at the close of the fiscal year ending June
1630, 2014.
17(e) Emergency Medical Services Operating Fund.--The
18following sums set forth in this act, or as much thereof as may
19be necessary, are hereby specifically appropriated from the
20Emergency Medical Services Operating Fund to the several
21hereinafter named agencies of the Executive Department of the
22Commonwealth for the payment of fees for contractual services
23rendered, for the purchase or rental of goods and services and
24for the payment of any other expenses, as provided by law or by
25this act, necessary for the proper conduct of the duties,
26functions and activities and for the purposes hereinafter set
27forth for the fiscal year beginning July 1, 2014, and for the
28payment of bills incurred and remaining unpaid at the close of
29the fiscal year ending June 30, 2014.
30(f) The State Stores Fund.--The following sums set forth in
1this act, or as much thereof as may be necessary, are hereby
2specifically appropriated from The State Stores Fund to the
3hereinafter named agency of the Executive Department of the
4Commonwealth for the payment of salaries, wages or other
5compensation and travel expenses of the duly appointed officers
6and employees of the Commonwealth, for the payment of fees for
7contractual services rendered, for the purchase or rental of
8goods and services and for the payment of any other expenses, as
9provided by law or by this act, necessary for the proper conduct
10of the duties, functions and activities and for the purposes
11hereinafter set forth for the fiscal year beginning July 1,
122014, and for the payment of bills incurred and remaining unpaid
13at the close of the fiscal year ending June 30, 2014.
14(g) Motor License Fund.--The following sums, or as much
15thereof as may be necessary, are hereby appropriated from the
16Motor License Fund to the hereinafter named agencies of the
17Executive Department for the payment of salaries, wages and
18other compensation and travel expenses of the duly elected or
19appointed officers and employees of the Commonwealth, for
20contractual services and other expenses necessary for the proper
21conduct of the duties, functions and activities for the purposes
22hereinafter set forth for the fiscal year beginning July 1,
232014, and for the payment of bills incurred and remaining unpaid
24at the close of the fiscal year ending June 30, 2014.
25(h) Aviation Restricted Account.--The following sums, or as
26much thereof as may be necessary, are hereby appropriated from
27the Aviation Restricted Account in the Motor License Fund to the
28hereinafter named agencies of the Executive Department for the
29purposes set forth herein for the fiscal year beginning July 1,
302014, and for the payment of bills incurred and remaining unpaid
1at the close of the fiscal year ending June 30, 2014.
2(i) Hazardous Material Response Fund.--The following sums
3set forth in this act, or as much thereof as may be necessary,
4are hereby specifically appropriated from the Hazardous Material
5Response Fund to the several hereinafter named agencies of the
6Executive Department of the Commonwealth for the payment of fees
7for contractual services rendered, for the purchase or rental of
8goods and services and for the payment of any other expenses, as
9provided by law or by this act, necessary for the proper conduct
10of the duties, functions and activities and for the purposes
11hereinafter set forth for the fiscal year beginning July 1,
122014, and for the payment of bills incurred and remaining unpaid
13at the close of the fiscal year ending June 30, 2014.
14(j) Milk Marketing Fund.--The following sums set forth in
15this act, or as much thereof as may be necessary, are hereby
16specifically appropriated from the Milk Marketing Fund to the
17several hereinafter named agencies of the Executive Department
18of the Commonwealth for the payment of salaries, wages or other
19compensation and travel expenses of the duly appointed officers
20and employees of the Commonwealth, for the payment of fees for
21contractual services rendered, for the purchase or rental of
22goods and services and for the payment of any other expenses, as
23provided by law or by this act, necessary for the proper conduct
24of the duties, functions and activities and for the purposes
25hereinafter set forth for the fiscal year beginning July 1,
262014, and for the payment of bills incurred and remaining unpaid
27at the close of the fiscal year ending June 30, 2014.
28(k) Home Investment Trust Fund.--The following sums set
29forth in this act, or as much thereof as may be necessary, are
30hereby specifically appropriated from the Home Investment Trust
1Fund to the hereinafter named agencies of the Executive
2Department of the Commonwealth for the payment of salaries,
3wages or other compensation and travel expenses of the duly
4appointed officers and employees of the Commonwealth, for the
5payment of fees for contractual services rendered, for the
6purchase or rental of goods and services and for the payment of
7any other expenses, as provided by law or by this act, necessary
8for the proper conduct of the duties, functions and activities
9and for the purposes hereinafter set forth for the fiscal year
10beginning July 1, 2014, and for the payment of bills incurred
11and remaining unpaid at the close of the fiscal year ending June
1230, 2014.
13(l) Tuition Account Guaranteed Savings Program Fund.--The
14following sums set forth in this act, or as much thereof as may
15be necessary, are hereby specifically appropriated from the
16Tuition Account Guaranteed Savings Program Fund to the
17hereinafter named agencies of the Executive Department of the
18Commonwealth for the payment of salaries, wages or other
19compensation and travel expenses of the duly appointed officers
20and employees of the Commonwealth, for the payment of fees for
21contractual services rendered, for the purchase or rental of
22goods and services and for the payment of any other expenses, as
23provided by law or by this act, necessary for the proper conduct
24of the duties, functions and activities and for the purposes
25hereinafter set forth for the fiscal year beginning July 1,
262014, and for the payment of bills incurred and remaining unpaid
27at the close of the fiscal year ending June 30, 2014.
28(m) Banking Fund.--The following sums set forth in this act,
29or as much thereof as may be necessary, are hereby specifically
30appropriated from the Banking Fund to the hereinafter named
1agencies of the Executive Department of the Commonwealth for the
2payment of salaries, wages or other compensation and travel
3expenses of the duly appointed officers and employees of the
4Commonwealth, for the payment of fees for contractual services
5rendered, for the purchase or rental of goods and services and
6for the payment of any other expenses, as provided by law or by
7this act, necessary for the proper conduct of the duties,
8functions and activities and for the purposes hereinafter set
9forth for the fiscal year beginning July 1, 2014, and for the
10payment of bills incurred and remaining unpaid at the close of
11the fiscal year ending June 30, 2014.
12(n) Firearm Records Check Fund.--The following sums set
13forth in this act, or as much thereof as may be necessary, are
14hereby specifically appropriated from the Firearm Records Check
15Fund to the hereinafter named agencies of the Executive
16Department of the Commonwealth for the payment of salaries,
17wages or other compensation and travel expenses of the duly
18appointed officers and employees of the Commonwealth, for the
19payment of fees for contractual services rendered, for the
20purchase or rental of goods and services and for the payment of
21any other expenses, as provided by law or by this act, necessary
22for the proper conduct of the duties, functions and activities
23and for the purposes hereinafter set forth for the fiscal year
24beginning July 1, 2014, and for the payment of bills incurred
25and remaining unpaid at the close of the fiscal year ending June
2630, 2014.
27(o) Ben Franklin Technology Development Authority Fund.--The
28following sums set forth in this act, or as much thereof as may
29be necessary, are hereby specifically appropriated from the Ben
30Franklin Technology Development Authority Fund to the
1hereinafter named agencies of the Executive Department of the
2Commonwealth for the payment of salaries, wages or other
3compensation and travel expenses of the duly appointed officers
4and employees of the Commonwealth, for the payment of fees for
5contractual services rendered, for the purchase or rental of
6goods and services and for the payment of any other expenses, as
7provided by law or by this act, necessary for the proper conduct
8of the duties, functions and activities and for the purposes
9hereinafter set forth for the fiscal year beginning July 1,
102014, and for the payment of bills incurred and remaining unpaid
11at the close of the fiscal year ending June 30, 2014.
12(p) Oil and Gas Lease Fund.--The following sums set forth in
13this act, or as much thereof as may be necessary, are hereby
14specifically appropriated from the Oil and Gas Lease Fund to the
15hereinafter named agencies of the Executive Department of the
16Commonwealth for the payment of salaries, wages or other

26(q) Home Improvement Account.--The following sums set forth

25(u) Pennsylvania Racehorse Development Restricted Account.--
26The following sums set forth in this act, or as much thereof as
27may be necessary, are hereby specifically appropriated from the
28Pennsylvania Racehorse Development Restricted Account to the
29hereinafter named agencies of the Executive Department of the
30Commonwealth for the payment of fees for contractual services

8Section 105. Federal augmentation appropriations.
9The following Federal augmentation appropriations set forth
10in this act, or as much thereof as may be necessary, are hereby
11specifically appropriated from the Federal augmentation funds to
12the several hereinafter named agencies of the Executive
13Department of the Commonwealth for the payment of the expenses
14of implementing and carrying out the programs stated herein for
15the fiscal year beginning July 1, 2014, and for the payment of
16bills incurred and remaining unpaid at the close of the fiscal
17year ending June 30, 2014. Unless otherwise stated, the
18appropriations include any carryovers from the prior fiscal
19year.
20Section 106. Block grants.
21(a) Appropriation.--The following sums set forth in this
22act, or as much thereof as may be necessary, are hereby
23specifically appropriated from the block grant (BG) funds to the
24several hereinafter named agencies of the Executive Department
25of the Commonwealth for the purposes and under the restrictions
26for which the funds are provided for the fiscal year beginning
27July 1, 2014.
28(b) Small Communities Development Block Grant.--The Small
29Communities Development Block Grant (SCDBG) is to assist small
30cities and communities that have a high concentration of
1impoverished citizens and substandard housing to expand their
2low-income and moderate-income housing opportunities and to meet
3community development needs.
4(c) Community Services Block Grant.--The Community Services
5Block Grant (CSBG) is to provide a range of services and
6activities having a measurable and potentially major impact on
7the causes of poverty in the community or those areas of the
8community where poverty is a particularly acute problem. In
9addition, new focus may be placed on the unemployed, both old
10and new. Local agencies may lower their eligibility requirements
11for recipients to three months to allow greater flexibility to
12assure proper consideration of each recipient.
13(d) Preventive Health and Health Services Block Grant.--The
14Preventive Health and Health Services Block Grant (PHHSBG) is
15for the provision of preventive health and other health services
16related to emergency medical systems, health initiative grants,
17comprehensive public health, hypertension, fluoridation, health
18education, risk reduction, home health, rape crisis and domestic
19violence services.
20(e) Maternal and Child Health Services Block Grant.--The
21Maternal and Child Health Services Block Grant (MCHSBG) is to
22enable states to maintain and strengthen their leadership in
23planning, promoting, coordinating and evaluating health care for
24pregnant women, mothers, infants and children, and children with
25special health care needs and in providing health services for
26mothers and children who do not have access to adequate health
27care.
28(f) Low-Income Home Energy Assistance Block Grant.--The Low-
29Income Home Energy Assistance Block Grant (LIHEABG) is to help
30lessen the impact of the high cost of energy on low-income
1families and individuals, including energy efficiency grants for
2low-income dwellings. No less than 15% of the LIHEABG funds
3received shall be used for weatherization. LIHEABG funds
4received pursuant to a Presidential release of contingency funds
5shall be exempt from the 15% requirement.
6(g) Social Services Block Grant.--The Social Services Block
7Grant (SSBG) is for the provision of social services to eligible
8persons.
9(h) Mental Health Services Block Grant.--The Mental Health
10Services Block Grant (MHSBG) provides funds for the provision of
11services to adults with serious mental illness or children with
12serious emotional disturbance.
13(i) Substance Abuse Block Grant.--The Substance Abuse Block
14Grant (SABG) provides funds to establish and maintain programs
15to combat alcohol and drug abuse.
16(j) Child Care and Development Fund Block Grant.--The Child
17Care and Development Fund Block Grant (CCDFBG) is for the
18provision of direct child care or to increase the quality and
19availability of child care for low-income families.
20(k) Temporary Assistance for Needy Families Block Grant.--
21The Temporary Assistance for Needy Families Block Grant (TANFBG)
22provides funds for the provision of cash grants, child care,
23training and support services, child welfare and administration
24for eligible families and individuals.

9SPECIAL PROVISIONS FOR FEDERAL FUNDS
10FOR 2014-2015
11Section 2001. General Fund repository for Federal funds.
12All moneys received from the Federal Government as
13contributions or supplements to the departments or agencies of
14the Commonwealth or the programs herein provided shall be paid
15into the General Fund.
16Section 2002. Limitation on encumbering or spending Federal
17funds.
18Federal funds shall be encumbered or spent only to the extent
19that such funds are estimated as being available during the
20fiscal year of the Commonwealth.
21Section 2003. Appropriation of prior unspent Federal funds.
22(a) General rule.--Any Federal money which has been
23previously appropriated by the General Assembly and authorized
24or allocated by the Federal Government but remains unspent from
25prior fiscal years and will not be renewed for fiscal year 2014-
262015 is hereby appropriated.
27(b) Department of Public Welfare.--The Federal
28appropriations to the Department of Public Welfare include any
29prior earnings that may be received during fiscal year 2014-
302015. In addition to the amounts specifically appropriated
1herein to the Department of Public Welfare, all moneys
2appropriated from the Federal Government during any previous
3fiscal year which are expected to be received as reimbursements
4may be carried forward until June 30, 2015, to the extent that
5obligations are carried forward. In addition, any reimbursements
6actually received to support such obligations may also be
7carried forward.
8Section 2004. Subgrants between Federal fund appropriations.
9Subgrants may be made between Federal appropriations without
10further approval of the General Assembly. The Secretary of the
11Budget shall submit a list of subgrants to the chairman and
12minority chairman of the Appropriations Committee of the Senate
13and the chairman and minority chairman of the Appropriations
14Committee of the House of Representatives quarterly. No subgrant
15to a State agency, however, may be made from a restricted
16receipt account without a specific appropriation by the General
17Assembly.
18Section 2005. Utilization of emergency Federal funds.
19(a) Natural disasters and civil disobedience.--Federal funds
20available for costs and damages resulting from natural disasters
21or civil disobedience may be added to an appropriation contained
22in this act or to funds appropriated or may be used for the
23purposes prescribed by the Federal Government.
24(b) Other emergencies.--In addition to the moneys
25appropriated by this act, all moneys received from the Federal
26Government for the purpose of disaster assistance or relief, or
27other moneys received as a direct result of terrorist acts,
28moneys for homeland security and defense and moneys for avian
29flu/pandemic preparedness shall be paid into the General Fund
30and are hereby appropriated out of the General Fund to the
1departments, boards, commissions or agencies designated by the
2Governor.
3(c) Executive authorization.--In the event of any emergency
4situation in which the General Assembly cannot act in sufficient
5time, the Governor is authorized through executive authorization
6to provide up to $10,000,000 in Federal funds to alleviate the
7emergency situation.
8(d) Definition.--For the purposes of this section,
9"emergency" is defined as any situation in which there is a
10chance of or which may result in substantial human suffering.
11Section 2006. Transfer of funds from TANFBG to CCDFBG and SSBG.
12In accordance with Federal law which permits the transfer of
13funds from the TANFBG to the CCDFBG and SSBG, the Department of
14Public Welfare, upon approval of the Secretary of the Budget,
15may make such transfers of funds provided that any such transfer
16will not result in a deficit in any appropriation from which
17funds are transferred. The Secretary of the Budget shall provide
18ten days' prior notification of any such transfers to the
19chairman and the minority chairman of the Appropriations
20Committee of the Senate and the chairman and minority chairman
21of the Appropriations Committee of the House of Representatives.
22PART XXI
23MISCELLANEOUS PROVISIONS
24FOR 2014-2015
25Section 2101. Prior laws unaffected.
26This act is not intended to be inconsistent with or to repeal
27any provision of any act enacted at this or any prior session of
28the General Assembly regulating the purchase of supplies, the
29ordering of printing and binding, the purchase, maintenance and
30use of automobiles, the method of making payments from the State
1Treasury for any purpose or the functioning of any
2administrative department, board or commission.
3Section 2102. Compliance with other law before funds available.
4No appropriation made by this act to any department, board,
5commission or agency of the Executive Department shall be
6available unless and until the department, board, commission or
7agency has complied with sections 615 and 616 of the act of
8April 9, 1929 (P.L.177, No.175), known as The Administrative
9Code of 1929.
10Section 2103. Contracts prerequisite to encumbering or
11committing funds.
12Funds available to agencies, boards, departments, commissions
13or other governmental entities under this act for the
14procurement of supplies, services or construction shall not be
15available for payment of or to be committed to or encumbered for
16payment of any such procurement unless and until the agency,
17board, department or other governmental entity has complied with
18all of the requirements applicable to the procurement that are
19set out in 62 Pa.C.S. (relating to procurement) and in the
20policies, procedures and regulations instituted in accordance
21with that code.
22Section 2104. Minority business set-asides.
23(a) Duty to report.--Each department or other
24instrumentality of the Commonwealth listed in Subpart A of Part
25II authorized to contract for buildings, highways, commodities,
26equipment, supplies or services shall report to the General
27Assembly all information pertinent to anticipated procurement
28needs at the beginning of each fiscal year and each fiscal
29quarter thereafter.
30(b) Definition.--As used in this section, the term "minority
1business" means a minority business enterprise as defined in the
2act of July 22, 1974 (P.L.598, No.206), known as the
3Pennsylvania Minority Business Development Authority Act.
4Section 2105. Appropriation of funds from miscellaneous
5sources.
6In addition to the amounts appropriated by this act:
7(1) Moneys received in payment for food and household
8supplies furnished to employees and other persons, except
9inmates, by an institution and moneys received from the
10proceeds from the sale of any products of the soil, meats,
11livestock, timber or other materials sold by the department
12shall be paid into the General Fund and are hereby
13appropriated out of the General Fund to the several
14respective institutions for the operation and maintenance of
15the institutions.
16(2) Moneys received from any other source, except the
17Federal Government, as contributions for the programs
18provided herein or as payment for services or materials
19furnished by one institution to another, except those
20collections designated as revenues, shall be paid into the
21General Fund and are hereby appropriated out of the General
22Fund for the purposes of the respective appropriations.
23(3) Moneys received by a department or agency of the
24Commonwealth from any other sources, except the Federal
25Government, as contributions or supplements to the department
26or agency for a program or administration of an act included
27in this act shall be paid into the General Fund and credited
28to the appropriation for that program or administration of
29the act.
30Section 2106. Lapsing of unused funds.
1(a) General rule.--Except as otherwise provided by law or by
2this section, that part of all appropriations in Parts II, III,
3IV, V, VI, VII, VIII, IX, X, XI, XII, XIII, XIV, XV, XVI, XVII,
4XVIII, XVIII-A, XVIII-B and XVIII-C unexpended, uncommitted or
5unencumbered as of June 30, 2015, shall automatically lapse as
6of that date.
7(b) Exceptions.--
8(1) The appropriations in Part II to the Pennsylvania
9Emergency Management Agency for Hazard Mitigation and for the
10Summer 2011 Storm Disaster Relief shall be continuing
11appropriations.
12(2) The appropriations in Part II to the State
13Government Support Agencies shall be continuing
14appropriations.
15(3) The appropriation in Part II to the Supreme Court
16for the unified judicial system security program shall be a
17continuing appropriation.
18(4) The appropriations in Part II to the General
19Assembly shall be continuing appropriations.
20Section 2107. Appellate courts appropriation contingency.
21The funds appropriated in Part II to the Supreme, Superior
22and Commonwealth Courts for justice and judge expenses are
23contingent upon a vouchered expense account plan being continued
24by the Supreme Court.
25Section 2108. Transfer of excess funds.
26The Governor may transfer any excess money in those funds
27receiving proceeds of Commonwealth of Pennsylvania general
28obligation bonds in excess of the amount necessary for the
29purposes for which the bonds were issued to the appropriate
30sinking fund for payment of debt service due on outstanding
1bonds. If such excess funds, together with any available
2balance, exceed the amount of debt service remaining to be paid,
3the funds shall be transferred to the General Fund or to the
4appropriate special fund responsible for such debt service.
5Section 2109. Transfers for government support agencies.
6During fiscal year 2014-2015, any prior year amount
7unexpended on the effective date of the General Appropriation
8Act of 2014 may, upon the written concurrence of the President
9pro tempore of the Senate, the Majority Leader of the Senate,
10the Speaker of the House of Representatives and the Majority
11Leader of the House of Representatives, be transferred between
12any of the following accounts:
13(1) Legislative Reference Bureau.
14(2) Legislative Budget and Finance Committee.
15(3) Legislative Data Processing Committee.
16(4) Joint State Government Commission.
17(5) Local Government Commission.
18(6) Legislative Audit Advisory Commission.
19(7) Center for Rural Pennsylvania.
20(8) Commonwealth Mail Processing Center.
21(9) Joint Legislative Air and Water Pollution Control
22and Conservation Committee.
23(10) Legislative Reapportionment Commission.
24(11) Independent Regulatory Review Commission.
25(12) Capitol Preservation Committee.
26(13) Pennsylvania Commission on Sentencing.
27(14) Host State Committee expenses - CSG.

29Section 2110. Transfers for Legislative Reapportionment
30Commission.
1The appropriation made in this act or in any other fiscal
2year to the Legislative Reapportionment Commission remaining
3unexpended and unencumbered on the effective date of this part
4may, upon the written concurrence of the President pro tempore
5of the Senate, the Majority Leader of the Senate, the Speaker of
6the House of Representatives and the Majority Leader of the
7House of Representatives, be transferred to any other account of
8the Senate and the House of Representatives, as they deem
9necessary.
10PART XXII
11EFFECTIVE DATE
12Section 2201. Effective date.
13This act shall take effect July 1, 2014, or immediately,
14whichever is later.
