                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," providing for aid to school districts
     6     due to extreme increases in student enrollment.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  The act of March 10, 1949 (P.L.30, No.14), known
    10  as the Public School Code of 1949, is amended by adding a
    11  section to read:
    12     Section 2502.17.  Aid to School Districts Due to Extreme
    13  Increases in Student Enrollment.--(a)  For the school year 1990-
    14  1991, and each school year thereafter, a school district
    15  experiencing a qualifying increase in student enrollment in a
    16  year shall qualify for special aid. This aid shall advance to
    17  the school district the equalized subsidy for basic education
    18  (ESBE) entitlement based upon estimated enrollment for the year
    19  of operation.


     1     (b)  School districts experiencing an increase in enrollment
     2  of five percent (5%) or more from the preceding school year
     3  shall notify the Department of Education in writing by September
     4  30. The school district shall provide to the department, student
     5  membership information necessary for the calculation of ESBE.
     6  The department shall verify this enrollment data estimate and
     7  when verified shall pay to the district ESBE using the estimated
     8  current year enrollment. All other factors in the ESBE formula
     9  shall be unaffected.
    10     (c)  A reconciliation shall occur within ninety (90) days of
    11  the close of the school year, reconciling the ESBE payment based
    12  on estimated enrollment to the school district and the actual
    13  entitlement. Any reconciliation shall be accomplished through
    14  ESBE adjustment in the succeeding year.
    15     Section 2.  This act shall take effect immediately.
