                                     AN ACT

     1  Amending the act of June 11, 1947 (P.L.565, No.248), entitled
     2     "An act providing compensation to certain persons who served
     3     in the military or naval forces of the United States or of
     4     any of her allies during World War II; providing the method
     5     of making payment to representatives of persons who, because
     6     of death or incapacity, cannot personally receive
     7     compensation; imposing certain duties on the Adjutant
     8     General; making an appropriation, and providing penalties,"
     9     further providing for the definition of "veteran" and
    10     extending the time during which applications may be filed for
    11     veterans' compensation.

    12     The General Assembly of the Commonwealth of Pennsylvania
    13  hereby enacts as follows:
    14     Section 1.  The definition of "veteran" in section 2 of the
    15  act of June 11, 1947 (P.L.565, No.248), known as the World War
    16  II Veterans' Compensation Act, is amended to read:
    17     Section 2.  Definitions.--As used in this act the word
    18  "veteran" includes any individual, a member of the military or
    19  naval forces of the United States, including the merchant
    20  marines, or of any of her allies during World War II, between
    21  the seventh day of December, one thousand nine hundred forty-one
    22  and the second day of September, one thousand nine hundred

     1  forty-five, but does not include, (a) any individual at any time
     2  during such periods, or thereafter, separated from such forces
     3  under other than honorable conditions, (b) any conscientious
     4  objector, who performed no military duty whatsoever, or refused
     5  to wear the uniform, or (c) any alien at any time during such
     6  periods, or thereafter, discharged from military or naval forces
     7  on account of his alienage, (d) any individual who renounced his
     8  United States citizenship during such period.

    10     Section 2.  Section 5 of the act, amended June 14, 1961
    11  (P.L.370, No.203), is amended to read:
    12     Section 5.  Application for Compensation.--Application for
    13  compensation shall be made to the Adjutant General on such forms
    14  and in such manner as he shall prescribe.
    15     Applicants shall state on their application whether or not
    16  they have applied for or received a bonus, gratuity or
    17  compensation, of a nature similar to that provided for by this
    18  act, from any other state in the Union.
    19     All applications shall be made, (1) personally by the
    20  veteran, or (2) in case of death or mental incompetency
    21  preventing the making of a personal application, then by such
    22  representative of the veteran as the Adjutant General shall by
    23  regulation prescribe. An application made by a representative
    24  other than one authorized by such regulation shall be held void.
    25     The Adjutant General shall not accept or consider any
    26  application filed with him after the thirty-first day of
    27  December, [one thousand nine hundred sixty-two] two thousand and
    28  one.
    29     Section 3.  This act shall take effect immediately.
