AN ACT 1 Authorizing the Department of General Services, with the 2 approval of the Governor, to grant and convey to Stepping 3 Stone Counseling and Education Services, Inc., certain lands 4 and building situate in the City of York, York County, 5 Pennsylvania. 6 The General Assembly of the Commonwealth of Pennsylvania 7 hereby enacts as follows: 8 Section 1. The Department of General Services, with the 9 approval of the Governor, is hereby authorized on behalf of the 10 Commonwealth of Pennsylvania to grant and convey to Stepping 11 Stone Counseling and Education Services, Inc., the York State 12 Police Barracks, consisting of a parcel of land and building as 13 described in section 2 for fair consideration equal to fair 14 market value as determined by independent appraisal. 15 Section 2. The tract to be conveyed is situate in the City 16 of York, York County, Pennsylvania, bounded and described as 17 follows: 18 BEGINNING at a concrete marker set 30 feet from the center 19 line, on the Northeast side of Roosevelt Avenue, City of York;
1 thence along the city line bordering West Manchester Township, 2 North 73 degrees 22 minutes East a distance of 225.30 feet to a 3 point; thence South 8 degrees 48 minutes East a distance of 4 337.34 feet to a point; thence South 47 degrees 51 minutes West 5 a distance of 23 feet to a point; thence South 52 degrees 43 6 minutes East a distance of 128.32 feet to a point; thence North 7 37 degrees 17 minutes East a distance of 226.30 feet to a point; 8 thence North 32 degrees 27 minutes East a distance of 65.80 feet 9 to a point; thence South 74 degrees 21 minutes East a distance 10 of 81.96 feet to a point; thence South 85 degrees 18 minutes 11 East a distance of 81.96 feet to a point; thence North 83 12 degrees 45 minutes East a distance of 81.96 feet to a point; 13 thence North 72 degrees 48 minutes East a distance of 81.96 feet 14 to a point; thence North 61 degrees 54 minutes East a distance 15 of 81.43 feet to a point; thence North 56 degrees 29 minutes 16 East a distance of 303.78 feet to a point; thence North 33 17 degrees 31 minutes West a distance of 344.19 feet to a point, 18 being the place of beginning. CONTAINING A TOTAL OF 71.9+/- 19 ACRES. Less 0.405+/- acres for the right-of-way for Fairfield 20 Drive and Laucks Place. 21 Section 3. The conveyance shall be made under and subject to 22 all lawful and enforceable easements, servitudes and rights of 23 others, including, but not confined to, streets, roadways and 24 rights of any telephone, telegraph, water, electric, cable, gas 25 or pipeline companies, as well as under and subject to any 26 lawful and enforceable estates or tenancies vested in third 27 persons appearing of record, for any portion of the land or 28 improvements erected thereon. 29 Section 4. The deed of conveyance shall be by Special 30 Warranty Deed and shall be executed by the Secretary of General 20000S1502B2096 - 2 -
1 Services in the name of the Commonwealth of Pennsylvania. 2 Section 5. Costs and fees incidental to this conveyance 3 shall be borne by the grantee. 4 Section 6. The proceeds from the sale shall be deposited in 5 the State Treasury Armory Fund, established under 51 Pa.C.S. § 6 1511 (relating to State Treasury Armory Fund), less the costs 7 and fees incurred by the Department of General Services as 8 authorized under section 2406-A of the act of April 9, 1929 9 (P.L.177, No.175), known as The Administrative Code of 1929. 10 Section 7. In the event that this conveyance is not executed 11 within 12 months of the effective date of this act, the property 12 may be disposed of in accordance with section 2406-A of the act 13 of April 9, 1929 (P.L.177, No.175), known as The Administrative 14 Code of 1929. 15 Section 8.
