                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for vehicles of nonresidents
     3     exempt from registration.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1303(a) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 1303.  Vehicles of nonresidents exempt from registration.
     9     (a)  General rule.--A nonresident owner of any foreign
    10  vehicle may operate or permit the operation of the vehicle
    11  within this Commonwealth by another nonresident or an employee
    12  without registering the vehicle in this Commonwealth or paying
    13  any fees to the Commonwealth, provided the vehicle at all times
    14  when operated in this Commonwealth is duly registered and in
    15  full compliance with the registration requirements of the place
    16  of residence of the owner and further provided the vehicle is
    17  not:
    18         (1)  used for the transportation of persons for hire,

     1     compensation or profit;
     2         (2)  regularly operated in carrying on business within
     3     this Commonwealth;
     4         (3)  designed, used or maintained primarily for the
     5     transportation of property for hire, compensation or profit
     6     and not subject to reciprocity under section 6144 (relating
     7     to vehicle registration and licensing) or 6149 (relating to
     8     automatic reciprocity); or
     9         (4)  special mobile equipment if not also required to be
    10     and actually registered under the laws of the place of
    11     residence of the owner.
