Makes language changes to "clean up" the bill, reduce redundancy, and further clarify its provisions as requested by stakeholders and the Department of Environmental Protection. In addition, the amendment also: changes from 90 days to 180 days the time required to submit a mercury collection and recycling plan; changes time period required to implement an approved collection and recycling plan from 30 days to 90 days following DEP approval; establishes June 1 collection and recyclers must submit their annual report; changes the maximum daily fine from $2500 to $10,000; changes the effective date from 1 year to 60 days.
