Brief Description |
This amendment adds definitions of pre-payment and phase-in plans; provides that the bill only applies to Electric Distribution companies who were subject to rate caps on December 31, 2009; provides that customer participation in the pre-pay or phase-in plans require the affirmative consent of the customer; provides that customers who agree to participate in a ohase-in program at the expiration of rate caps have the rate increase spread over three years in three annual equal payments limited to no more than 20% annually; provides that customers participating in the pre pay plan will receive at least 6% interest on their pre-payment; provides for competitive neutrality; and provides for a number of consumer protections regarding program information, adequate notice on when the collection of deferred amounts are due upon the end of a phase-in program, and the disposition of credits and charges upon leaving the service territory.
