House Bill 20 provides for a phase-in of generation electric rates following the expiration of generation rate caps. Each Electric Distribution Company subject to a generation rate cap as of 12/31/09 is required to file a competitively neutral phase-in plan with the Public Utility Commission within 90 days of the effective date of this act to give residential and small commercial customers with the option to phase in any initial increase in generation electric rates over a three-year period. The PUC may provide for an additional three year period.
