Amends the Public School Code, providing for basic education funding for student achievement for the 2009-2010 school year. Provides for accountability to Pennsylvania taxpayers for the increased new basic education funding to school districts. It would increase basic education funding by $418 million in the 2009-2010 budget and provide for the distributio of these funds for the second year of a 6 year, $2.1 Billion proposed state funding plan to help school districts make progress towards their adequacy target. The legislation provides each school district with 25.86% of its state funding target under the adequacy formula enacted last year.
