AMENDMENTS TO HOUSE BILL NO. 1300

Amend Bill, page 203, line 25, by inserting after
"SUBPARAGRAPH"
and the section is amended by adding a subsection
Amend Bill, page 204, lines 4 and 5, by striking out all of
said lines and inserting
restricted account established under subsection (e).
Amend Bill, page 204, lines 15 and 16, by striking out
"JUDICIAL DEPARTMENT OPERATIONS AUGMENTATION ACCOUNT" in line 15
and all of line 16 and inserting
restricted account established under subsection (e).
Amend Bill, page 204, by inserting between lines 17 and 18
(e) Restricted account.--There is established a restricted
account in the General Fund. Money in the restricted account is
appropriated to the Pennsylvania Commission on Crime and
Delinquency on a continuing basis for the purposes under this
subsection. The Pennsylvania Commission on Crime and Delinquency
shall use the money in the restricted account in accordance with
the following:
(1) The Pennsylvania Commission on Crime and Delinquency
shall use at least 25% of the money in the restricted account
for the following purposes:
(i) Victim or witness relocation.
(ii) College or career and technical education
scholarships for children of police officers killed in
the line of duty.
(iii) Emergency financial assistance to victims of
domestic abuse.
(iv) The establishment of a rape kit tracking
system.
(2) The P ennsylvania Commission on Crime and Delinquency
shall use up to 25% of the money in the restricted account
for a transfer to the Crime Victim Services and Compensation

(3) The Pennsylvania Commission on Crime and Delinquency
shall use 50% of the money in the restricted account to
provide grants for the following purposes:
(i) For grants for police retention and recruitment.
(ii) For security training and the purchase of
safety equipment for police officers, including body
armor and body cameras.
(iii) For county correctional institution and
juvenile detention facility security and infrastructure
improvements.
(iv) For the establishment of task forces to address
retail theft.
